Watching through Buffy again.

Something that bugs me about the season 1 finale. Why did the Master only drink a small amount of her blood, then throw her in the water to drown? Why didn't he suck her dry when he had the chance? Did the entire fate of the world flip on the Master not being that hungry at that particular moment?

Did the writers wrack their brains for a way for her to die in a way that can be brought back by CPR and then say "Oh what the hell we're not going to do any better than this?"
