My understanding and interpretation of it was; the crew made the name up as a supposedly funny/mildly insulting nickname, and the Staid, Formal Picard accidentally used it in addressing the Lieutenant. Embarrassing and Unusual.
Funny? Eh…but I use it in an affectionate way, because his character did evolve and grow!

Ah yes, the Legos. They have some pretty amazing stuff, but years ago I decided to focus my hobbying/collecting on action figures just to keep things manageable.

Today I see the ad for a Lego Pac-Man arcade machine. I was curious enough to click the ad and get more detail. It has gears and moving parts so the characters actually move around on the "screen!" It's also specifically for ages 18+, which might give a certain unintended impression.
