^ My understanding is he doesn't like sequels. He declined to do a follow-up to Goldeneye and made it clear in an interview that he basically couldn't turn down the amount of money they threw at him to do the Zorro sequel. He was tempted back to Bond because he couldn't resist the chance to launch another new Bond or to finally be the director to make an 'official' version of Casino Royale. But he still didn't want to do QOS,as you've observed. So it looks like this franchise, assuming the first one spawns sequels, may well suffer from a lack of continuity in the direction department.
