I don't think pilots get the title "captain", though some might hold the rank of Captain.

Also, Galactica wasn't a starship. It was a Battlestar

A starship is any space vessel that can visit different star systems on its own power. The Galactica could definitely travel to other stars on its own power. Battlestar describes the size and type of ship, like destroyer or frigate. So I would say that the Galactica was both a starship and a battlestar.
