Was Worf truly pro-civil war in "Rightful Heir"?

The last five minutes feature Worf, Gowron and clone-Kahless in the observation room and Worf says to Gowron..."if you do not then I will fight you and my brother will fight you and the Empire WILL descend into civil war".

Since Worf is all about honor, is the the use of a massive bluff honorable? If not a bluff, is civil war for the sake of religion likewise honorable?

Is Worf even in character this episode?
 
A matter of honour is a strange thing in any context, Worf everything is done for honour, honour of race, family, religion and self. We have to remember that Worf was bought up by humans and had to learn about his heritage where he he may have gotten a romantic view of what honour was or should be. A lot of Klingons say about honour but they are more concernd about their honour in battle and dieing bravely.
