No it’s not as simple as that. Since the episode does not support that Riker was originally calling Quark.

That’s because the writers intended to surprise you with Quark appearing instead of an official Starfleet/Bajoran figure. That’s why it’s written that way. Of course, having Quark listed among the guest credits kinda ruins that, but that’s not the first time that series made that mistake.

They did at least learn their lesson on this by "Defiant". If you're gonna have a surprise guest star, have the reveal at the end of the teaser, which otherwise runs like any other normal episode, so that when the '... Guest Starring Jonathan Frakes' appears, we already know that "Riker" (cough, cough) is in the episode
