Was the Federation on the wrong side of the war on drugs?

Ketrecel production was never successfully eliminated any time during the Dominion war. Would not a better strategy been to have become a rival crack dealer for the Jem'Hedar? How do the Jem'Hedar really know the wishes of the founders other than through the proclimations of the hated Vorta?

One prisoner given mercy and and a metric assload of smack could have gone a long way in fomenting rebellion.

An interesting idea but how would they get the white to the Jem'Hadar? The Ketracel White ceremony the Vorta goes through for every "feeding" is probably drummed into them very early on. Would be hard to break them of that

^ Yep. Even if the Federation could successfully synthesize the White in bulk, the Jem'Hadar would never accept it. They only take the stuff from the Vorta. That's just the order of things, and the Jems are very big on order.

Besides, the strategy was less about a 'war on drugs' than it was about classic military tactics of attacking supply lines of a valuable resources. White was a very vulnerable weak point of the Dominion and likely a linchpin in their forays into the AQ. It would have been insane NOT to disrupt every facility they could, even if they could construct more facilities, the disruption and distractions of doing so created openings through which strategies could be implemented by the opposing side.

Like a well trained guard dog. You can throw a juicy steak over the fence, the dog won't eat it. Only food from it's handler.
