Spock's father could have also been under suspicion of starting the Romulan wars and having Earth fight it for them. I never trusted Spock ever since he lied under oath and fooled that machine, plus his well regarded 'secret' he had with the Romulan Commander. I think he was a double agent.

No, it was Sarek both times, on different missions for the Dept of Temporal Investigation. He and Archer are brought from different parts of the timeline to be timecops together. The twist? Sarek is the risky, hotheaded one of the two....
