He was trying to do what he could before it killed him. The syndrome reminds of how Alzheimers can affect someone, exaggerating a persons behavior. Picard could be arrogant at times, but the syndrome just made it worse.
What do you mean, “fluff”? Are you referring to stand alone episodes that don’t move the arc forward? I don’t think PIC had any standalone.For a serialised show it makes a difference. You can cut out all the fluff and have a more coherent story.
But why wouldSome part of him still thought Starfleet would do the right thing. That is more true to Picard than playing shrewd politics in a desperate time. Although he was a diplomat he didnt enjoy pointless functions and often disregarded them and took the enterprise to go do more important things.

That doesnt seem more in character with TNG Picard, when he got it into his head something was morally wrong he usually stood up against it
Yes, the show bears that out. But, the confrontation lacks that information at that time.Picards approach to Clancy was ineffective but Starfleet was in the wrong. Straight up wrong about the ban and also not providing him resources. And the show points this out later that Starfleet betrayed itself.

I agree it is in character for Picard, and it's also consistent with Starfleet.
Why? What possible difference could the number of episodes make if you’re enjoying the show?
If you think real Picard is dead because it's a copy then they're all dead from using the transporters. And they died 100 other times when crazy space anomalies duplicated or the timelines slightly changed, not to mention phase shifting and body transformations in TNG.
Nowhere near as bad as what Picard did and you know it.
But again I ask, why? If all of the episodes are good or at least up to par, what makes 5 episodes per story, a better number than 10?I meant 5 episodes per story. Not one story for a whole 10 eps.
