There is another and simpler reason for the similarities between Charlie X, his abilities, and Q. I don't think the Q universe is an idea from the TOS era but comes later. The story about Charlie X inspired the later idea of Q. The story for the first episode in TNG, Encounter at Farpoint, with the introduction of Q has been written by Gene Roddenberry and D.C. Fontana. Dorothy C. Fontana, who died 2019, was also the writer of Charlie X.
