In the episode where Kira travels back into the occupation to visit her mom, there's a Bajoran working for Dukat that has a black or gray version of it. He's the guy that rounds up the pleasure women.

If by "Cardassian conflict" one is referring to the Dominion War, then I would argue that it's only a prelude in a very loose sense.

If by "Cardassian conflict" one is referring to laying more groundwork for Bajor and the UFP's relations with Cardassia, then I would say very much so.

Yeah you're right! Good spot. Definitely suggests it was a standard Bajoran uniform design, not one cooked up for the post-occupation Bajoran militia.
