Because it's got nothing to do with the Changelings. The question is why are Kirk and Picard's corpses being held at Daystrom? For what purpose? Speculation suggests that their time together in the Nexus is the only thing that actually links these two men. It's either that, or Daystrom has each of them for completely separate and unrelated reasons. And really, this is Star Trek; how likely is that? Everything is related.

They were trying to resurrect Kirk (going off the Project Phoenix naming and the TOS life support sound).

No idea why they had Picard's body, but I imagine that will be explained.
