I agree. Harry was great at his job and quite intelligent. I think Garret as an actor did nothing to inspire them to do more with his character. If he had, Harry could have evolved much more. If you have someone on your team that's only doing the bare minimum, would you feel compelled to give them more challenging tasks? His range as an actor was mediocre. Comparing him to the rest of the cast, I think he was the least talented IMO. Or maybe he had more talent but never really worked to show it.
 
Agreed, if he had put more effort into his work they'd have given him more to do. Either it was because he didn't care from day one or he just isn't that good an actor.

If it's the latter, it's partially the Producers' fault for casting a bad actor for the part.

Being an engineer, even the best engineer ever doesn't have anything to with being an officer.

Being an officer is about giving and taking orders.

I also think a majority of us focus on Harry's personality growth or rank while ignoring all that he did bring to the table. Most of the new technology of Voyager was created by him. He created the portal device in "Time & Again", he understood Slim Steam tech more than Be'Lanna, "Non Sequitier" showed he had an advanced understanding of shuttle design, He was the only one besides Seven that could read and intergrate Borg tech. That know how went into the building of two Delta Flyer's.

For a Jr Engineer, Harry had the skills of a senior officer.
I thought Exodus was saying that Harry should have had a more senior rank because he was an excellent engineer and his rank should increase at pace with his engineering competency/potency, but does that mean that inferior engineers should be demoted (Carey?) or nonEngineers should be second class citizens on a slower promotion schedule? And really if you're a botanist, how the phuck does it matter to your promotion track if you don't know shit about engineering?

Considering that Harry's actual job: "Operations" has very little to do with Engineering (Repair/creation/maintainence), more so than monitoring which systems are working vs broken and telling the captain wher to send the engineering teams, all this wonderful building/repair/engineering stuff he does, including Stellar Cartography is just extraciricular hobbies and kicking back.
