I'd have no issue with Ckakotay or the Doctor or Janeway or even Tuvak, but I think people closer to Picard should be the focus (Beverly, Worf, Geordi).
Though the Doctor would fit with an expanded rights for AIs/hologram theme.
However, if Picard/Seven are going rogue, to an extent, characters with insurgent/Maquis ties (Chakotay, Torres, Ro Laren, Kira) might fit.

Picard would never go rogue, except for that one time in that one movie but he never got in any trouble for that either.

Agreed and then he needs to show up in Disco S4 because why the hell not? He's Worf.
Seven could use an encounter with a Voyager crewmate. There is no reason Picard has to have all the fun other than it being his show. I'd prefer the Doctor, though Janeway would be fine. No Chakotay please.

From Seven's perspective, apart from Janeway and the Doctor, Tuvok or Naomi would make sense.
I'm in the minority (of one?) who's not very much interested in Worf, even less so as they usually connect him with Klingon plots, and I have no interest in those, either.
IMHO, I think it's an advantage they can pick from 3 shows that aired roughly at the same time, except for the characters whose actors have passed. (No recasts, please.)
But I get that many people feel different and want to see everyone from TNG again...

I mean I'd find an affair weird because she was a kid when we last saw her, and I saw the relationship more like family.
It just occurred to me that it would be fun if whatever old Seven acquaintance turns up, they were totally out of the loop and had difficulty to adapt to her very changed demeanor. Well, I guess that could be explored in a fanfic, if nothing else.

I totally see where you are coming from .... I realized how it would look after posting. Just seeing an older Naomi years after all the events of Voyager her and Seven connecting then my thoughts wandered to the funky place.

Anyway, on a different note, I used to think Janeway would probably turn up on Picard at some point, but that was before I knew how prominent Seven would be on the show. So, because of that, and because of the history between Jeri Ryan and Kate Mulgrew, I now don't think we'll see Janeway on Picard.
Would be nice to see The Doctor, though, but I'm not holding my breath.
Yeah: also Vic, Exocomps, the sentient Nanites Wesley accidentally created, the Guardian of Forever and androids from I, Mudd that the Federation are presumably still studying...
Well we know where the Guardian Of Forever is we saw him in Discovery. I'd love to see the planet they dumped Wesley's nanites on
