Voyager and the First Contact uniforms

Though Trek likes to pretend 24th Century society has evolved past this, people DO become accustomed to things. A uniform change is an upheaval in the lives of a crew who already have a LOT of shit to deal with mentally. They've been seeing each other mainly in the colourful uniforms for 6 years by that point - it's practically part of their identity.
I have a completely different opinion. I think one would welcome new uniforms after wearing the same thing for a long time. New things in ones life is what helps stave off the blahs.
 
In modern Trek, every ship or base seems to have their own uniforms. Maybe its Captain's choice, maybe it's mission-specific. But I did notice it at the time and knew it was money saving but and also emphasised their distance from Starfleet.
 
I read somewhere years ago that Berman or someone from the studio wanted casual viewers to instantly know which show they're watching based on uniforms and badges etc.

I think this is pretty much the real reason. Off-screen considerations made it a production design decision to make it easier to differentiate DS9 and VOY, which were running at the same time.

Generations was a huge mess in these regards, though.

And there was a redesigned uniform specifically for Generations that never made it into the movie. The action figures ended up with it, though.
