Obviously you don't understand the relationship between Janeway and Neelix. It isn't that of equals or friends. It's the relationship between owner and pet. Ooh good Neelix, you brought coffee to your master. Good boy, now torment the crew for my amusement today!
 
Ethan has said a couple times that Neelix would never tell Janeway that he loves her completely... Although, the kitchenrat did accidentally let it slip to Q.

Which makes it canon.

But when did this massive bout of romantic love begin?

During or after Kes?

Death Wish was almost a full season before Fair Trade.

How long did Kes (figuratively) live with the man listening to his dirty thoughts about Janeway?
 
I think Neelix is in love with the whole Voyager experience. Really it's like he's joined a cult, plucked from his grubby lonely life and whisked away by Starfleet wonderfulness.
 
Not to mention his adventures of jealous stalking, kitchen tyranny, annoying crew members and forcing himself into every situation. That'll be a hit! ;)
 
It would have worked for his closed-circuit "Morning with Neelix" broadcasts or whatever they were. Except no big mystery to unravel. Just his usual barging onto the bridge in the middle of some crisis and making an ass of himself while endangering the ship. Neelix as the Dr. Smith of Voyager.
 
Next up... "Distant Origin". Some people think it was the best episode of season 3 ever. What will NightJim think? Stay tuned to find out!
