With Starfleet? And Star Trek? Several species use the same ship style for centuries! It might not be "realistic" but then Star Trek veers closer to space fantasy at times in that way.

Yes, probably will be close to the same. Technology growth is not a steady upward curve, and Trek shows that there is static periods of flat or limited development.
