We know that Admiral Nogura is on Earth at the start of TMP, presumable stationed there. Are there any plans to transfer him back to Earth and tarnsfer another officer to command Vanguard?

Doesn't TMP take place in in 2270-71?
The conjectural 2271 date for TMP was from the Star Trek Chronology, based on the assumption that the five-year mission ended shortly after "Turnabout Intruder" (which seemed to be basically an excuse to disregard the animated series). But it was only presented as conjecture, not gospel, and it was problematical in the first place; TMP said Kirk was Chief of Starfleet Operations for 2.8 years, very nearly three, so if the mission ended in 2269 it would probably have to be at least 2272.
Anyway, VGR: "Q2" opened with a throwaway line that canonically established the end of the 5-year mission as 2270. Assuming that was anytime after early March 2270, add 2.8 years to that and you get 2273.

Bad Teasing Mr. Mack. I am somewhat surprised that this would be planned out so far way from TMP.
Actually, wasn't it the novelization that used the "2.8 years" figure, Christopher? I believe that TMP itself just has dialogue from Kirk stating that he's been Chief of Starfleet Operations for 2 1/2 years.
I guess so. But even so, it's a moot distinction unless you assume the 5-year mission ended in the first half of the year; for instance, July 2270 plus 2.5 years would be January 2273. And that "two and a half years" figure (which could be rounded) is just a minimum, the time Kirk was CSO; we don't know how much time elapsed between the Enterprise coming home and Kirk beginning in that position. All things considered, putting TMP in only the second calendar year after "Turnabout Intruder" seems to be cutting things improbably fine.
Oh, I agree. I've no problem with TMP taking place in 2273.
