I don't see why the Prometheus-class wouldn't fit Starfleet's ideals. Defense has always been a part of Starfleet's overall mission. During peacetime, Prometheus-class ships can probably be deployed as long-range cruisers or heavy cruisers.

Given her size, the austerity of the Defiant's design would probably be missing. So she would be capable things other than being a "tactcal crusier" (hate that term), exploration, planetary surveys, diplomatic missions, running medicine around (she is fast), and all the various what not that Starfleet ships do.
And when there a problem, she would come a' running.

A Rapid Response Vessel is a good role for her to fill. Planet X has an outbreak of Unbelievium Plague, a few could rush to the area with Medical supplies while the Galaxies and Nebula's and Sovereigns follow behind with the rest of the medical supplies and their larger facilities. The Prometheus' could run to fill out and add firepower to a fleet as a show of force if the Romulans are massing ships near the Neutral Zone.
