Just looking at a Fanhome ad, for XL scale versions coming out soon.

The reason for the crew of three, in the episode is the size of the shuttle bay. It might hold one, maybe two Shuttlecraft. Keep in mind that the number of persons able to be billeted onboard shows that at least fourteen persons on the shuttle...
 
Maybe all those Dr Who references in SNW is to introduce the concept of "bigger on the inside than it is on the outside" into Trek
 
I laughed so hard when the Delta Flyer sprouted a whole-ass Jeffries tube for the episode with the Borg kids:lol:
Though I am typically the first to join in with criticisms when it comes to all the silly nonsense they did with the Delta Flyer, it having a Jeffries tube actually does have precedent, given Danube class runabouts are also shown to have a Jeffries tube (DS9 Blaze of Glory).

Were they Jeffries tubes that you could actually crawl through? I forget. I only remember the Defiant's tubes, which were already too small to get through without crawling.

According to the official concept the ship is scaled to be quite small, apparently it's mean to be the same size range as the Archer-class from the old novels. Difficult to tell if the artist intended for there to be only one deck or two decks. Most of the DIS/SNW ships are designed with a 10 foot deck rather than the old 9.5 foot deck, but this almost looks like Sternbach's 13 foot deck. Excelsior had 12 foot decks in the design, so if it's a 12 foot deck saucer with a half-deck in the rear I guess you'd have room for a shuttlebay about the same size as a 156m Oberth (2-deck Oberth saucer with 13 foot decks).
