I guess, since he never had any lines of dialogue in the episode, his name didn't need to be included in the closing credits. I would assume there are SAG rules codifying end-credit criteria, for which he didn't qualify in this case. With no speaking parts, he was nothing more than a breathing piece of set dressing. How sad...
This guy looks REALLY familiar to me. I can picture his face and his voice without makeup - possibly in bit roles as a character actor on DS9 or VOY, or maybe even Stargate SG1 back in the day. I will need to think on this - maybe some Tin Eye action or something.
A shame that Maurice Roëves (the Romulan Commander from "The Chase") died back in 2020. I think he would have been a better, more well-known, choice that would have gone a long way to mitigating this confusion of who played what in a 30 year-old episode.
Over at that other Star franchise, they never did find out after 25 years who portrayed Quinlan Vos for 2 seconds in the Phantom Menace so I'm not optimistic Trek fans will ever find the original Vellek.
