UNIT and Moffat/Smith

I haven't seen Torchwood, well not a lot of it. But I don't really get why there is "The UNIT" and Torchwood. Shouldn't Torchwood be part of The UNIT?
UNIT is an "Out in the Open" Military organization, that happens to get involved in Alien Affairs frequently (And is United Nations, I believe).

Torchwood is a Covert Agency that specializes in Alien Hunting.

Completely different Organizations, with completely different Charters, that sometimes end up being involved in the same Alien Affair
 
Also, isn't Jack's little band of alien fighters the only branch of Torchwood left by the time the series starts?
 
Torchwood was designed to keep the Doctor out of Britain.

Enforcing his expulsion.

Sure he saved the day, but he was a clown while he was doing it.

You couldn't trust him not to cock things up worse, that it was safer to make the lad persona nongrata.

Everything else, was just what they were doing while they were waiting to give him the boot.

I wonder if they considered sanctioning Rose Tyler in her crib once they figured out who she was?

At the start of the series, there was also Torchwood 2, an office in Scotland run by a "strange old man." However, according to a computer graphic this branch had disbanded some time prior to the events in Children of Earth.
