A quick glance shows 3 out of 9 nurses (including Chapel) have the blue collar. I guess now we’ll have to think of what that signifies, lol.

Thinking back on it, there have been uniform variants in almost every iteration of Trek (even in ENT with T'Pol's catsuits after joining Starfleet). Although they weren't the first to do so, the current era of Trek shows have reinforced the idea that it's not uncommon to have two (or even more) different uniform designs in service at the same time.
