I think the dinner with the Klingons would be appropriate for the dress uniforms. In TOS and TNG the rule of thumb was they wore those when dignitaries showed up or they had some formal dinner.
For all the funerals shown, it was always standard duty unis.
In the DC Comics adaptation of The Ashes of Eden, dress-uniform versions of the TWOK-era uniforms are shown. They're not too different-looking from the regular uniforms we saw on screen, as I recall - I think the collars are different, and there's more braid adorning the black edging on the uniform jacket, but I don't remember too much else. If I can find a scan I'll post a link to it.

True; for years I thought those were the dress uniforms.

Perhaps they retain there regular duty uniforms because their guests are Klingons. Perhaps Klingons have no dress uniforms so the Feds left theirs in the closet.

The "monster maroons" look pretty neat, but there's no way in heck that I'd want to wear one while on duty. The jackets look very uncomfortable to me.
