the uniforms of the time were pretty dressy as it is..
Then it seems they never existed then, in both the real world and in the Star Trek universe.
I think we were supposed to assume that the uniforms worn by Kirk, Spock etc. were the service dress uniform - Class 1C, in 20th century RN terms. What we never saw through was an equivalent to the RN Class 2 - evening wear type formal dress, similar to the use of the ST:FC style dress uniforms in Insurrection, for a formal dinner/dance. Although the only occasion I can recall where such would be appropriate is the meal with the Klingons in TUC.
I always thought they were too classy. They didn't seem appropriate for regular, run of the mill, day to day starfleet operations.
Those TWOK uniforms are my favourite trek uniforms ever!

True; for years I thought those were the dress uniforms.
Perhaps they retain there regular duty uniforms because their guests are Klingons. Perhaps Klingons have no dress uniforms so the Feds left theirs in the closet.
In the DC Comics adaptation of The Ashes of Eden, dress-uniform versions of the TWOK-era uniforms are shown. They're not too different-looking from the regular uniforms we saw on screen, as I recall - I think the collars are different, and there's more braid adorning the black edging on the uniform jacket, but I don't remember too much else. If I can find a scan I'll post a link to it.
Those uniforms had a solid black collar that was attached to the jacket, similar to the collar on the 3rd season TNG uniforms with the open or on the nuBSG unis, instead of the turtleneck. The piping on the collar and the black edging was the department color. Ribbons were worn under the officer's delta badge. Some officers wore cords. The admiral version had more gold piping.
There was no belt and the pants seemed similar to the TNG pants with the vent at the hem instead of the blousing of the duty pants. There was still the department piping on the sides.
IIRC, formal uniforms were planned for the court martial in TVH but Robert Fletcher didn't have the budget for them and he never got around to doing any sketches. This information, I believe, comes from a Starlog interview he gave.
I always wanted them to have a fatigue/working uniform that they'd wear aboard ship and less formal situations. Something akin to Kirk's shirt-sleeved tunic in TMP. If Fletcher had the budget and his way, there'd have been more variations of the TWOK uniforms.
That wouldn't explain why the Federation officers attending the Khitomer Conference were not in dress uniforms, nor the crewmembers attending Spock's funeral.
The "monster maroons" look pretty neat, but there's no way in heck that I'd want to wear one while on duty. The jackets look very uncomfortable to me.
I guess it depends on the environmental controls aboard the starships at the time. If they run sort of on the cool side, those jackets might not be so bad.
But I kinda doubt that there were ceremonial dress uniforms during that time. I think they just added special medals or other kind of "fruit salad" during special events. Plus, we did see at least two variant uniforms in Star Trek II and Star Trek V for more rough 'n' tumble missions...
