Yeah they they announced this at the panel yesterday.

Frakes must be involved in more Star Trek productions than any other actor at this point.

The only TNG cast member who wasn't there was Jonathan Frakes and that was because he was directing an episode of Discovery.
TOS - the only series not to be blessed by Frakes.
He clearly dropped the ball by not being born early enough.

He could have appeared in the same manner Clint Howard did, if he wasn't such a slouch as a child!
Time to petition CBS to insert Frakes into TOS via cgi.
Drop him into "Miri"! He would've been 13 and starting puberty. What better fit?

That alone might bring about a retcon series of Kirk TOS.

Frakes is older than several TOS performers (Phil Morris, Dawn Roddenberry, both of Shatner's kids, John Megna, Craig Hundley). He just had the misfortune of being in eastern Pennsylvania when the casting calls went out.
