I think you're thinking of Chief Argyle, one of the many Chief Engineers TNG had in the first season.

BTW, it was Rumpelstiltskin, not a Leprechaun. It was originally a Leprechaun in the first draft of the script, but Colm Meaney refused to do it because it was an Irish stereotype. So they rewrote that subplot to placate him.

I think it's a big exaggeration that Picard or the whole TNG (and Voyager?) crew hated all humans from before the 23rd/24th century, especially from the 20th/21st centuries, that's mostly from "The Neutral Zone" and even there I think it's very exaggerated, they weren't always particularly deferential, super-courtesy to them (often were pretty courteous) but they also weren't hostile, the one person Picard was particularly hostile to was Ralph and pretty much only after Ralph had been hostile to him.
