No, but Peter David did. (Volume 2, I believe.)
Harlan wrote the introduction to the Pinnacle reprints of the Target novelizations. He gushes about the awesomeness of Doctor Who, how it's better than Star Trek and Star Wars.
Ah, that's the one. I knew he talked about how he liked it so much but I couldn't remember what it was in.
