Granted, the latter image is from an alternate present that Harry Kim found himself having to escape from per "Non Sequitur"...but he didn't seem to find the service's existence "out of place" while he was there. Therefore, it seems safe to assume that it existed in the "prime" reality, and that it's the successor to at least one - more than one? - of the real-worlds transit services of the San Francisco Bay region.

(Yes, public transit is a technology.)
 
Of the underground sort, judging by the signage? (Perhaps there has been a bit of a social backpedaling in certain respects.)

We see part of this at the very beginning of Voyager 'Endgame' behind the people clapping from the bridge on Voyager's return.

I imagine it as a sort of extended metro system/hyperloop that connects local areas and cross country.
 
Well, in practice this SHOULD be a future where no one gives a crap about how you express your sexuality or who/what you express it with, so that could be a weird throwback.

Or just as likely, it's a club for people named Tran, my mom's maiden name. Just with an unfortunate apostrophical error.
