The giant arcologies make perfect sense to me. San Fran(-cisco, just for M'Sharak) is the capital of Earth, Starfleet and Federation and they're gonna need to house shitloads of cadets, shiploads of visitors from other worlds with freaky life-support requirements, entire crews of ships getting fixed up in orbit and god-knows what else. I'm sure it goes on for miles undergorund, too.
