Yup, it's pretty much a Chekov-flashback to the Reliant years, about a mission gone horribly wrong on (IIRC) the Halkan homeworld some time before TWOK.

Quite refreshingly, the story has absolutely nothing to do with their later Project Genesis work, and shows a new side to Chekov's time aboard that starship that not too many other works have addressed.

I've liked Paul Winfield since I saw him in Terminator and become an even bigger fan once I realized he was Captain Terrell, too.

We didn't get to see much of the captain due to his death in TWOK

There's a good IDW comic that features Terrell and Chekov, too.

And I think it implied that warp drive had only been invented during Scotty's lifetime.

Maybe he was going by Jose Tyler's line from "The Cage" (that was also in "The Menagerie") about the "Time Barrier" being broken and Rotsler just assumed (and had not seen "Metamorphosis") that warp speed was relatively new.
