I generally sick to Anglophone navies when seeking RW comparasions so that I can understand the primary sources, in this case - as noted in my post above - I was referring to the Collins-class d-e boot operated by the Royal Australian Navy or RAN. As far as the article at your link, that's certainly interesting, however U-22 isn't operated by the Deutsch Marine any more and current Marine policy appears to be to assign command of u-boats to Korvettenkapitän (broadly Lt Cdr) rather than junior officers.
As far as PT boats go, I say you're at least partly right to compare them to shuttlepods, runabouts would probably be a little generous. I'd say a better comparison would probably be the Starfleet/Maquis fighter (Maquis or Preemptive Strike version, not the larger Raider from Caretaker) or possibly the Type-9 shuttle (Voyager's speedboat type) as PT boats are capable of anti-ship work, but in common with both have extremely limited solo endurance and therefore range.
