Tom and B'Elanna - When did the Relationship Start

They were not (magically) merged.

(Torres is on a biobed. Chakotay is back to human again.)
EMH: Using tissue from your counterpart, I can replicate the Klingon DNA, then over the course of several days, I'll reintegrate that genetic material into your cellular structure.
TORRES: Wait a minute. You're not saying that you're going to change me back?
EMH: That's precisely what I'm saying. Your cell's ability to synthesis proteins has been severely compromised. You need the Klingon genes to survive.
TORRES: So she's saving my life again.

Klingon protiens where added to Human B'Elanna.

B'Elanna is a surgically/genetically altered human, not a hybrid who is the result of two aliens banging.

So...

Original B'Elanna died.

Klingon B'Elanna died.

Human B'Elanna was chemically altered, which is a death of personality.

Surgically altered Human B'Elanna continues.
 
I definitely would say "FACES" laid the groundwork for the entire Tom/B'Elanna relationship. It was a very organic development, I felt. The only other relationship in the franchise I felt was more realistic was the O'Briens, but we never saw them in the phase leading up to marriage... just wedding day onwards. At least with Tom and B'Elanna, we got to see it from the ground up.

Season 2, it was totally sidelined. I don't think it's a coincidence that it was brought back in season 3 and Jeri Taylor became essentially the sole head writer that year, when Michael Piller left, and with her writing the MOSAIC and PATHWAYS novels. I am convinced she was the voice that pushed for it in the series bible and helped set the pieces in season 1. (Kenneth Biller did the teleplay for "FACES", which was his first credited VOYAGER episode if memory serves me, but that doesn't mean she didn't add a scene or helped with rewrites.) With season 4, she was still head writer but Braga had moved up to lead with her, that is when the relationship was put in full effect.

When season 7 came and Biller became head writer, they got married early in the season. Almost closing the loop that started with his first credited episode.
 
Actually, I think they were dating in Alter Ego. The scene, in particular, I refer to is on the holodeck when Vorik (surprise surprise) steps in to take over.

Though I think their dating wouldn't have been sexual at that point, especially since Blood Fever does seem like the first kiss.
