TNG Captains.

I am almost sure Kirk's youth is mentioned in the actual series. I confess that I can't bring up the episode, but I am nearly sure it's mentioned now and then, starting fairly early in the series. (Maybe in The Menagerie -- there's that part where Kirk's various awards and qualifications are stated by the official court computer?)
Kirk's age is established in ``The Deadly Years''. He's never called the youngest anything, or particularly young for anything. While Kirk's record starts being read in Court Martial, his age isn't entered into evidence at all. All we really know is that years ago, he was younger.

And yet I have always known that Kirk was in his day the youngest person to make starship captain.

Well...how else would I have known that except from the show itself?
Couldn't say. But it's not something that comes from the show; at some point, you must have heard how other people made that assumption about Kirk, and taken it as if it were something you `always' knew.
 
You are very authoritative and you could very well be right, but I'm am nonetheless still fairly sure that now and then, Kirk is referred to as "the youngest" (or maybe just "one of the youngest"?) people to ever earn the rank of captain up until the time period of TOS. But I realize unless and until I can cite an episode, I am just blathering, and I am therefore not the least bit authoritative.

Well, it is mentioned in the Memory Alpha entry on Captain Kirk that he rose to the rank of captain at 31, then was assigned Enterprise. However, it doesn't cite an episode. I guess this is extrapolated, as we know from The Deadly Years that Kirk is 34, which probably means he was in command of Enterprise for six months to a year at the time of Where No Man Has Gone Before.

Also, in TNG ep Conspiracy, we know Captain Picard, Captain Keel, and Captain Rixx reached captain at young ages, as he says to Captain Scott that she was the youngest Starfleet officer to make captain, "present company included." So she broke whoever held the previous record.

28?? 7 years out of the academy? Highly unlikley

28? Only 7 or less years out of the academy?
