Yes, I cited that line myself in another thread. Tuvok repeatedly shared Spock's perplexity over humanity.

Captain Janeway / Kate Mulgrew would disagree with you vehemently.

Thanks for the link BTW. "There's coffee in that nebula" is why I fell in love with this show. And, Tim Russ' Tuvok rocks. It's too bad they couldn't do a TV movie every now and then with characters from the old shows.
 
lord knows VOY could have used a counselor...I guess she's the best option?
I've made the case that Voyager needed a counselor more than others like the Enterprise did. She could've helped the crew deal with the emotional stress of being separated from loved ones, being stranded in the DQ, helping Maquis & SF to get along. And in the VOY episode "Good Shepherd" (equivalent to TNG's "Lower Decks"), we found that there were a whole bunch of people in the crew who felt disconnected and abandoned. Perfect job for Troi, and if Q wasn't going to make it happen, they could've easily created an ECH (Emergency Counselor Hologram) in her image and kept Marina busy for years.
