The Klingons have plenty and would problably not want a ship that had been defeated 'dishonourably' anyway.I would have assumed that the entire ship would have been given back to the Klingons after TUC. But perhaps they just didn’t care about it.

It's also possible that the Bounty's role in saving Earth from the Whale Probe, since it was the ship that time traveled back and forth, was also a consideration irrespective of its prior role at Genesis. I guess it depends on when it was fished out of the water, but I can imagine Starfleet Command wanting it keep it for that reason, and they came to an agreement with the Klingons based on that premise.
At the time of ST:IV, UFP and the Klingon Empire were not allies.
I would surmise the Bounty was fished out of the water very quickly... probably just a simple pull with tractor beams from several shuttles, or just a starship that was already on the planet.
Its not a massive job.
The Federation probably informed the Klingons of the Bounty in their possession after ST:TUC... by this time, SF had more than ample opportunities to examine the cloaking device, and the Federation may have returned it to the Klingons as part of 'good will gesture', but requested to keep the ship in the Fleet Museum due to its role in saving Earth - and its possible the Klingons found this bit interesting as it would have sort of seem like the Federation owes their continued existence to the Klingons.
A PR service... it shows the Klingons in a good light I suppose.
