I was watching this yesterday and was reminded of how cheap the second part felt. Oh, the Founders just wanted to monitor their minds and what we saw wasn't real. They could have just as easily had it be about Odo finding his people and the others could have been held for questioning.

I liked it; seeing how far Sisko would go to protect Bajor and the Federation.

Usually I groan at "it was all a dream" episodes, but I knew this one was setting up something big - and it delivered - so I gave it a pass.

I think this particular one made sense. The Founders had a choice to make here, two separate approaches to conquering the alpha quadrant. Their preferred way of making deals and treaties then before anyone realized it they had overpowering control, or the more violent way. This proved to them they couldn't do it their preferred way.
