Would have been unfortunate for Luke if Jabba decided to immediately feed Han and Chewie to the Rancor, or if Jabba decided to tell the Empire what was going on.

It's in essence a protectorate, with the Empire there as a show of force, and that's about it. It simply isn't important enough for the Empire to worry about crime lords.BTW, what's the relationship between the Hutts & the Empire? Is Tatooine a part of the Empire? Do the Hutts still control the planet and just turn a blind eye to Imperial Stormtroopers marching around Mos Eisley and murdering moisture farmers while searching for missing droids? Has the Empire driven the Hutts (or at least some of them, like Jabba) underground, like modern day crime lords, well known to the authorities but too careful & too connected for any criminal charges to actually stick?
