Could it be that Romulan Intelligence did gain access to Telek Ramoor's experience with the ship, and the crew's personal letters??? ("Eye of the Needle")

Or was Reg being a tad paranoid?

But if it's true, then WOW!
 
There's very little doubt that Romulan High Command did get the letters, and so did the Tal Shiar. Whether it ended up being useful to them or not, who's to say, but Ramoor did relay their request to the Senate. His superiors therefore knew of the encounter, and I'm sure demanded any and all data recorded/received if for no other reason than it was an encounter with a Starfleet vessel to be dissected for any possible intelligence value.

The first step would be trying to at least verify any information they obtained from sensor readings and the letters so they could determine if the "Voyager Encounter" was actually a temporal displacement, or some other kind of espionage effort by the Federation. I wouldn't be surprised if they were following the careers of all the related officers as well as the construction of the ship to verify everything to the extent possible.
 
They could have easily confirmed that perhaps at least half of the ship were still children in 2351 and the Captain was only twenty assuming Janeway is the same age as Mulgrew...

That also could mean the Romulans knew about the Maquis before they even existed. Some of those letters may have spoken of events that hadn't occurred.
 
It was mentioned in the novels that the Romulans knew but just thought he was a crazy man.
 
The Romulans had already had a Tasha Yar come from the future to help defend Narendra III, so if they they knew about Voyager they'd probably take reports of contact with people from the future seriously.
The wormhole could have had some temporal wake like the time hole in First Contact, so maybe the present changed slightly for Voyager but was insignificant.
