Spoiler alert: this is a terrible fan theory. Don’t say I didn’t (say I didn’t) warn ya.
The premise: “future guy” from Enterprise was a Romulan. This was a fan theory at the time as I recall and may have been on the cards for ENT s5.
In the late 24th century Ambassador Spock’s reunification dissidents have gained support throughout the Romulan empire. They are becoming a serious threat to the stability and superiority of the Romulan ruling class.
The continuing committee of the romulan people order the Tal Shiar to produce a sleeper agent to be sent back in time (member when Geordi was a sleeper agent who was all “Manchurian candidate”? There’s precedent for the romulans doing this) to the mid 23rd century as a child who would then begin to alter history in favour of the romulan star empire.
This sleeper agent would target the family of Ambassador Spock. Romulan agents posing as Vulcans would ensure that a young girl would be rescued from a Klingon raid by none other than Spock’s father. This would either: push Spock and Sarek further apart making them more estranged (so Spock would never be encouraged to take part in the overture to peace with the Klingons) OR make Spock and Sarek closer so that Spock never felt he had to defy Sarek by going to Romulus in the first place.
The sleeper agent would be programmed to start a war at the binary star system and is seen to randomly land on a Klingon beacon, kill a Klingon soldier and attack her own captain of 7 years for no logical reason. Ultimately the federation war with the Klingons takes several random and odd turns (like it’s being manipulated from the future) and ends with L’Rell being installed as leader of the Klingon empire.
The sleeper agent proclaims that the Klingons have made the odyssey out of darkness into the light suggesting a less aggressive and more cohesive Klingon empire focused on self improvement rather than conquest.
All of this has two goals: 1) the Klingon empire is rendered weaker relative to the romulans. The romulans are therefore able to conquer the Klingon empire starting with the annexing of planets like Khitomer and Narendra III before taking advantage of structural weaknesses in Qo’NoS’ moon Praxis and destroying it, leading to the deadly pollution of the Klingons’ ozone. 2) Spock never becomes the prominent peacemaker with the Klingons because of 1) and the reunification movement is never allowed to threaten romulan society because the empire is much stronger than it was before the sleeper agent was sent back in time.
