Could it have been a Tasha Yar situation? One of her parents being captured during or after the war, and then had a child with a Romulan citizen.

Sometime after Balance of Terror, diplomatic relations resumed with the Romulans and there was a little more traffic across the neutral zone, allowing Saavik to visit Vulcan and join starfleet. By the 2290s there was a fully fledged Romulan ambassador, so I presume things became friendlier at some point.

IIRC, the DC Comics Trek series had an issue or two about her Romulan heritage. It's been several lifetimes since I read it, so I have zero recollection of any details, but I do remember that the cover art indicated she came into contact with Romulans, went full-on feral Terminatrix and mopped the floor with them, or something to that effect.

Maybe someone here recalls this storyline more completely than I can right now.

She was originally written as half-Romulan in Wrath of Khan, and Spock’s line indicating this was shot.
There was also Caithlin Dar on Nimbus III in TFF. One-quarter Human/three-quarters Romulan. While her familial nature was never specifically mentioned on-screen (but written into her backstory by Bennett and Shatner and mentioned in the novelization), I don't think I've ever known any Romulan in all of Canon to have an Irish first name. Or any first name at all, for that matter. :D

She seemed about Saavik's age, plus/minus a few years.
 
Or better yet, the Enterprise from First Contact, and you can walk around on the hull and release the main deflector dish.

EDIT:

I was just browsing thru the Archive again, and saw they’re prepping some sort of model for the TMP Marvel Comics adaption. That makes me hope they’ll get around to modeling the first DC Comics refit Enterprise at some point. We got to see a lot of the inside of that ship over 56 issues.

Why would this violate BoT? We know that the Earth ship's crew was surprised at what Romulans look like. We don't know that Romulans hadn't grabbed some Vulcans in covert border raids. In the TWOK novel, sorry, the TSFS novel Saavik noted that if she ever found her Romulan parent she would duel that Romulan to the death. Her parentage was not voluntary.

Saavik just has to have come to the Federation sometime in the last 15 years.
