The Refrigerator Theory

Even Mothers are sometimes hard on their children to help them grow and learn when, most of the time, they are kind and passionate. Things aren't so black-and-white when it comes to pushing people and supporting people to grow.
And I agree with you.

The episode ends so abruptly that this isn't really conveyed though.

EDIT: In fact, just watching the episode, I hate Janeway's attitude towards to Harren's statement that space exploration isn't his desire, and Janeway rolls her eyes repeatedly at this attitude. Because yeah, how dare someone have a different opinion to you.

The other two characters are pretty useless, but I really feel Harren gets the real short end of the stick in this episode.

she rolled her eyes b/c he kept acting like a pompous jackass and was basically looking down his nose at space explorers. he even intimated that he was smarter than everyone else. yeah, if someone like that keeps bitching then i'd probably roll my eyes at them too.
 
That was a warning which Janeway not only ignored, but saw as challenge she was thrilled to zero sum because of her superior morality and wisdom.

This really isn't true. She thought about the Swarm's huge claim carefully and with trepidation crossed into what they considered their territory. She would have been successful in sneaking through, too, if she hadn't followed the "rule of space" to help another ship in distress.

Let's look at a comparison for the Swarm's claim. Some countries decide that their territorial waters far exceed the usual twelve miles that is the established boundary on this planet. If a nation claimed that their territory extended one hundred miles into the ocean, would a navy ship be wrong to ignore that extra eighty-eight miles and sail through? I don't think so. Of course, if they are caught in that region, they might well expect to be attacked by the country. If they are attacked, they might just inflict casualties. That is what happened to the Swarm.
