I would imagine the fact that civilian ships lack the necessary weapons to annihilate all life on a planet renders that matter moot.
People working off of a profit margin likely can't afford to kill all their customers.

Does the Federation just hope the Romulans, Klingons, Ferengi, etc also respect the prime directive? Are discoveries of pre-warp civilizations classified?
The novel Prime Directive said that when a Federation ship tags a prewarp culture, that they are allotted 50 near by planets for colonization and strip mining, they might as yet still be thousands of years away from needing or being capable of exploiting.
Stripmine it all before the local rubes can get to it!
Federation.![]()
The Vulcans invented the Prime Directive, and the Romulans are Vulcans. YMMV.

Before or after Surak?
The Romulans had the technology to shift billions of people half way across the quadrant, away from any first editions of the Kir'shara, when there's still debate as to whether they did that with or without warp.
They migrated across the stars and settled in a system already occupied by Remans. Later they built a star empire.
These particular migrants/explorers of Vulcan ancestry clearly did not care about non-interference with other civilizations
...which just seems weird since there is no canon that Romulans are telepathic.
Vulcans are telepathic, Romulans are Vulcan descendants and a couple thousand years probably isn't enough time for them to have diverged to that point. Might be fair to say that Romulan telepathy has atrophied in the intervening time, but still there.
I've heard the argument that only by embracing logic can a Vulcan order their thoughts into a state where telepathy is possible.
I don't see any evidence in the shows that Vulcan telepathy only showed up after the time of Surak. It seems something on the level of being able to transfer your conscious into a katric arc would be something that would take centuries of practice to develop.
T'POL: Centuries ago, a set of Katric Arks were discovered at the P'Jem monastery.
ARCHER: Katric Arks?
T'POL: Polycrystalline vessels, allegedly used by ancient Vulcans to preserve katras. They were scanned, analyzed. One of the scientists even attempted to meld with them. They found nothing to indicate thepresence of a katra.
ARCHER: The Vulcan Science Academy was just as sceptical about timetravel.
I feel dirty.
