Well, the Dalek Movellan War did rage for eons, and the Time War Daleks could have time traveled to that period, under the Time War scenario. Its entirely possible that the Daleks were mucking about within their own history again. See the Dalek Handbook by Steve Tribe. It recounts numerous dalek temporal incursions.

I think someone from 1963 is in the vault. My first two bets are Susan or the First Doctor.

My guess is that it is the next incarnation of the Doctor. The Valeyard.
There was a big deal about not using the TARDIS--because Peter's incarnation is to be fatally wounded.
