If this is accurate, it sounds like it will be a true reboot.
"The project is said to be set decades before the events of the 2009 movie that was directed J.J. Abrams, likely around modern times. It is said to involve the creation of the Starfleet and humankind’s first contact with alien life."
Chiming in a little late on this, but given the recent Skydance merger news, a reboot would make the most sense to me. You come in and buy Paramount for $2 billion dollars means you're probably going to do your own thing, and your own thing usually means a reboot.
The wording is a little weird from the Hollywood Reporter. Set "decades before," but "likely around modern times." Likely around modern times would be centuries before, so what to make of that I don't know.

Insiders say the film is intended as an origin story for the main timeline of the “Star Trek” franchise (rather than the alternate, Kelvin timeline started with 2009’s “Star Trek”), set in the aftermath of humanity’s first contact with aliens.
It is Variety and I tend to believe Variety over everyone else, but a mainline origin movie seems like a goofy idea to me. A Kelvin timeline origin movie makes all the sense in the world to me though, so we'll go with that until we know more.
The Kelvin timeline Star Trek movies are "my Star Trek" movies. They're my introduction and therefore the ones that I like... well, with the exception of the third one. I watched maybe a half hour of it and I was good. Anyway, hopefully this origin movie starts shooting at the end of the year and is ready by late-2026, or sometime in 2027 would probably be better.
In my dream world the Kelvin timeline would be where the movies and the Paramount+ series are all set going forward.
So maybe do this origin movie. Maybe do another movie, a final movie with the Chris Pine crew. Or not. Either way is fine with me. I'd honestly be a little surprised if they did another one. I'd just go and do something else. Just move forward. We'll see either way.
On the Paramount+ side, finish up Strange New Worlds by 2027. Run this Academy show for a season or two. Close it out in 2027 too maybe. Do the aforementioned Kelvin timeline origin movie in 2027. And in 2028 go forward with a Kelvin timeline Paramount+ series. Simple.
Hopefully Skydance sees it like this too. They of course have their own ideas, but this is what I would want.
