I find Dukat and Winn as the perfect, evil couple, actually ahead of my other "evil couple" favorites Seska and Culluh from Voyager.The most evil, assuming we're limiting it to DS9. Hmm. DS9 was really good at painting its heroes and villains in shades of gray, not entirely black or white. Dukat and Winn had good moments, you'd have to look at minor characters to find pure evil. The senior Orion Syndicate members in "Honor Among Thieves"?
Not sure, I think Armus (the early TNG oil slick that killed Yar) was probably slightly more evil than the female shapeshifter. Less powerful, though.

I really hated The Female Shapeshifter! She was such a racist piece of trash who hated anyone who couldn't melt in a large pile of gelatinous crap. The genocide of Cardassia is one of the worst atrocities in all of Trek.

That said, Gul Dukat is right there alongside her in the evil stakes. He sold his soul to demons in order to destroy the entire galaxy. Also wanted to wipe out all Bajorans but never got the chance due to The Occupation ending.
Kai Winn is a nasty piece of work too. She kinda sorta tried to stop Dukat in the end but she was so crazy for glory she announced her plan and got incinerated.
DS9 had great villains.
So, anyone else shipping Armus & the Female Shapeshifter?

What if Armus was a part of the Changeling Link that they felt was all the negative side of them, globbed him up as one big pile of goo, and left on that planet? Perhaps he lost his full shapeshifting abilities over millennia of disuse.

I don't even think she was the most villainous character on DS9, certainly not more than Dukat. She may have been more effective, but Dukat was vindictive, delusional, egomaniacal and relentless. She could be talked down from the edge. Dukat almost literally made a pact with the devil to set the galaxy in flames. There was no stopping him.
I she was always motivated by fear and protection. She truly believed, based on her people's history, that the only way to prevent the solids from wiping out her people is to absolutely control them.
