Yes, hard to argue with "And The Children Shall Lead." Though it does have one of those bonkers "happy" endings I like, where the "upbeat victory" is getting a bunch of orphans to weep about their dead parents.
And TAS continues it's streak as the only (full-length) series not represented on the winners board.

Just in time for Strange New Worlds. 
And The Children Shall Lead is a terrible episode. No redeeming features and I'm happy it won. It's a shame the show we love had slipped so much by its third year, though with all of the behind-the-scenes shenanigans, it's easy to see why.

Ah, And The Children Shall Lead... 'Tis indeed a crap episode.
That ice cream scene with Chapel alone makes Children Shall Lead a terrible episode, that's not even going into the other problems the episode has.
About its only redeeming feature is canonically establishing the existence of the multicolored computer card.
