The Most Disliked Episode of TNG - Season 2...

Of course, the whole thing of we're making weapons that get harder and harder to fight doesn't make much sense. When you go to war, you don't start with crude weapons and then move on to more sophisticated ones, you go immediately to the best you got, and so does your enemy. This is a pleasant episode but the least you think about it the better it looks.

True, but no war yet has been fought with AI.
 
Well, this weapon destroyed a whole planet of arms dealers, yet can't finish off a couple starfleet personnel equipped with hand phasers.

Not in the first five models, no.

You just have to assume the progress reset at some point before the Ent got there.

Only because Picard didn't tell the hologram salesman he'd buy the thing, at which point the weapons all promptly shut down - which is yet another issue with the illogic of the AI in these scouts.

These football pantyhose container weapon things are like the Borg - they're scouts that accumulate knowledge and adapt and get stronger with each new iteration that appears.
