It's getting harder now, but I think out of the remaining episodes I'll save Power Play because it's solid action episode.

Good choice. Any episode with Troi being mind raped deserves to be chosen as the worst.

Wow, another surprising result. When S5 was good, it was very good, but when it was bad, it was very very bad. And I've always generally enjoyed Violations - the visions themselves are effectively jarring. My only real problem with it is telegraphing right from the first few minutes who the villain is.

But worse than Cost of Living? Imaginary Friend? New Ground? The Outcast? Not even close.
