It might not be the most significant episode in terms of Cardassian-Federation relations or expanding upon Cardassian politics and society, but "The Wire" is nevertheless a standout entry in the Trek franchise and deserves a save.

It delivers on drama, intrigue and suspense, it marks a major turning point in Garak and Bashir's complicated friendship (with some definite "undertones" for the shippers among us) and crucially, it offers a significant glimpse into the Obsidian Order and Garak's relationship with Enabran Tain. We also learn a lot about Garak, despite his many desperate attempts at obfuscation (it's worth noting that the one throughline in each of the tales he spins is that he put his feelings and desires ahead of the state).

Of course, I'd be remiss if I didn't highlight the performances. Siddig and Dooley are both solid, but Robinson really pushes himself to the edge here, delivering something raw and electric while also projecting a sense of vulnerability and mystery, and he makes it all seem so natural. I don't think it's a stretch to say that it's one of the best performances of his career, and certainly one of the finest guest turns on any episode of Trek.

And finally, on a personal note, I've lost several friends to depression and addiction, and have been in Bashir's position too many times. It never gets easier. I seldom encounter fictional media -- especially TV -- that handles such subject matter as sympathetically and with as much nuance as Robert Hewitt Wolfe and this cast managed to pull off.

LIST PARAMETERS

This is probably one of the more subjective lists, mostly because the Cardassians are so deeply woven into the fabric of DS9 that it makes defining the boundaries of what is and is not a Cardassian episode quite tricky. There are certainly more episodes that could potentially be on here, but putting EVERY episode where you could make an argument for it's Cardassian-ness would be unplayably long. So this was how I tried to set parameters to get it down to size:

-- The most difficult part is figuring out where to draw the line in regards to Garak & Dukat appearances. Episodes would qualify if they featured appearances of Garak & Dukat that also explored their roles within Cardassian society ("Past Prologue", "Indiscretion", "Return To Grace", "The Wire") or used other Cardassians as antagonists or primary scene partners ("Empok Nor", "For The Cause").

There's several episodes where the events on Cardassia are part (or all) of Garak & Dukat's motivations for the week, but the actual actions they are involved in are very specifically personal ("Waltz", "Afterimage") and/or very disconnected from other Cardassians ("In the Pale Moonlight", "Covenant"). These are excluded from the list.

"Civil Defense" and "The Way Of The Warrior" are included for having strong Garak/Dukat interplay.

Episodes that use Garak as a sort of "Distrusting Cardassian" accent character, but have nothing else really Cardassian going on in them and where he is supporting or just in the mix of the ensemble, are excluded ("Distant Voices", "Broken Link", "Our Man Bashir", "Body Parts").

-- The Damar-plots-with-Weyoun episodes between the occupation arc and the final arc were excluded. Within the occupation & final arcs, they're always exploring the tension between Cardassia and the Dominion, but between them Cardassia feels so fully absorbed into the Dominion that it's not registering as a separate unit, and the Damar/Weyoun plotting was usually in C-story cut-aways, so these episodes just feel less Cardassian-y than everything else on this list.

-- Over on Voyager, we included the episodes in which Seska was the primary antagonist, but excluded the ones in which her role was minor ("Alliances", "Lifesigns") or holographic.

I will start with saving "Chain Of Command, Part II." I am stealing this from someone's recent comment in another thread, I can't remember who, but I saw it remarked that COC was one of the few times outside of DS9 the Cardassians felt truly menacing, and I was struck by how true that is. They are TERRIFYING here, Part II especially. And it's a real acting tour de force all around in this one.

I'm really spoilt for choice here. I'll go for The Wounded, and save one I haven't saved yet.

This is a wonderful introduction to the race, with the pre-Dukat Marc Alaimo and his facial hair.

I also love how O'Brien is used here, with him and the Enterprise going after his old captain. This episode set up so much of O'Brien's backstory, which was welcome.

Like @Seven of Five, I'm having a bit of a hard time choosing episodes. There's so many good ones!

I'll go with "Cardassians" next. While the episode has its ups and downs, it opens a tragic window into Cardassian family politics and social hierarchies and reveals yet another complicated dimension of the occupation of Bajor and its lasting effects. This sets the stage for many episodes to come, particularly where Dukat's storyline is concerned.

"Cardassians" also establishes some character dynamics that later become significant: the longstanding feud between Dukat and Garak, as well as the mentor/student component of Garak's friendship with Bashir.

Oh I love the Cardassians! One of the better developed and explored aliens on Star Trek
And yes, I agree with others, hard to choose, so many great episodes.

But I'm gonna save "Sons & Daughters" first. I love Kira, I love Dukat, I love Ziyal and their relationship mechanics throughout the episode are just awesome. Ziyal being all innocent and just wanting people to get along, possibly not quite understanding the whole gravity and horror of Dukat's actions during the occupation, Kira almost falling for Dukat's plan to rope her in using his daughter and then realizing what was going on. And the scene when Kira sends back the dress Dukat gifted her for Ziyal's exhibition...and then Dukat goes full "waste not, want not" and gives it to Ziyal, with her none the wiser that it wasn't originaly intended for her
That whole multi-episode arc is just awesome for all three characters.

The Alexander/Klingon stuff isn't all that great imho, but well, the events happening on DS9 make up for it.

Ro, Ro, Ro your boat, rampantly up the stream...

It was bland on first viewing, but ever since I grew to adore this episode. In ways it's somewhat generic, and it's not like other crew haven't had tarnished records for plot fodder - good grief, they're only human, so why are they all wound up over Ro?

Possibly because Ro just speaks her mind, without any filter. Like or dislike Ro, she's never less than a counterpoint and shake-up the show needed. She is clearly not TNG's version of "Cousin Oliver".

But add in Ro and Guinan and it's clear the makers had some plans and these two immediately become a much-welcomed double-act. The characters definitely are what keep the story moving along and it's moving along great. Guinan is to Ro like how Geordi is to Barclay and the results are always engaging. TNG needed more, of both pairings.

That and it's Guinan who gets Picard to peek out from under his hind and listen to someone who isn't in the claquish clique, or cliquish claque.

Lastly, Michelle Forbes puts in a tour de force performance, which leaves one wanting more.

I'll save "CIVIL DEFENSE" first.

This has always been a personal favorite of mine. EVERYONE got a lot to do here. Garak and Dukat included. Even Jake had some moments to shine. Quark and Odo trapped in the office were some funny scenes. The rising tension as things got worse and worse. One of THE best uses of an entire cast the franchise ever did... I liken this to TNG's "The Arsenal of Freedom", which did a fantastic job of utilizing the whole cast, particularly for early TNG.

I'm going to save Emissary from DS9 season one.

Pilots in Star Trek are usually weak but I felt this one was excellent. It established so much of the setting without any true meandering, so you get good content the whole way through. It's all essential.

In particular, I appreciated that it's made clear that the Cardassians will feature prominently, that the series will largely revolve around the Bajorans and that the Federation is in uncharted territory despite being on a station. Not much is revealed about Cardassia quite yet here, only that they are menacing, arrogant, and eager to meddle. They may have retreated from the Occupation, but they aren't done with Bajor quite yet. You are given a sense that the Federation has trouble on the horizon as long as they are protecting the Bajoran people, and that the discovery of the wormhole only made things so much more tense.

Will Cardassia go to war with the Federation to reclaim Bajor? Will they harass the border colonies? What will the Bajorans do now that they're a chokepoint between two major players?

There really are so many good ones. I'll save "Tribunal", for doing such a fantastic job of Cardassian world building (the excellent Cardassia Prime exterior shots debut) and being one of the most fun torturing's of O'Brien. The tone is perfect. It's a great dialogue script, this episode could so easily have been broad and stupid if the wording wasn't just right.

Caroline Lagerfelt as Makbar may be my single favorite guest performance that didn't recur. They should have had more of her.

I’d like to remove DS9’s “In Purgatory’s Shadow”. Superb two-parter, almost like a season finale and so momentous. By the start of the next ep, things would never be the same again for the Cardassians. I loved seeing Dukat slip back into the role of villain.

...As a season opener and pushing the boundary with the Klingons with war it's more than passable, if not a bit contrived at the same time but there is a sense of urgency and "all heck is breaking loose" that works and keeps it all gelling together. Especially as it throws in the already-established "Cardassia infiltrated" situation into overdrive, upping the ante - complete with Sisko accidentally scheduling his shiny new outfit to be tailored right during the middle of a meeting as the only possible way of getting around several piles of proverbial spaghetti that bites back, knowing Garak will run right out to spread the word and thus spare him - as the Starfleet representative - from looking complicit. It's pretty ingenious, actually, and is one of Sisko's M.O.'s if nothing else works because there is a greater cause afoot. But the attempt futile as the Federation/Klingon peace treaty is absolved anyway... which it'd have to, this is a season opener after all...

It might have helped if they didn't do thee other subplot, the a redux of "Worf might resign... again..." - though this is easily the best explanation Worf gets for showing up, after any Trek outing post-1994. It's a partial reflection of Sisko wanting to resign in the premiere "Emissary" episode too, so there is a consistent them that's nice and all at the same time.

Caroline Lagerfelt as Makbar may be my single favorite guest performance that didn't recur. They should have had more of her. I feel like this is becoming a theme of my eliminations -- underappreciated female characters improperly dropped or mishandled! Of which there are so many. Kes, T'Rul, Cretak, Pel, Makbar, Seska, Sakonna...

Linda Thorson of 'The Avengers" as a Cardassian? That alone makes this worth watching. I posted more in this thread, which also references the story.

Speaking of cool female Cardassians they could have done more with! Gul Ocett is another one, she fascinated me.

Not to mention Korinas from "Defiant." Or Gilora and Ulani from "Destiny." So many!

It is cool Mila was brought back during the final arc, her one scene early-on was super memorable and impactful.

I will save "For the Cause" primarily for the terrible shock it gave me when I realized that I was rooting for Eddington to get away, which made me realize that I sided with the Maquis! I do not remember another Trek episode that threw me like that. Though there are other things I like about it. There's Sisko's internal conflict over Kasidy's supposed (and later, her real) actions; Kasidy's dropping off her crew but returning herself, in hopes of salvaging her relationship with Sisko (I also liked her lack of apology for supporting the Maquis "You had your duty, I had mine"); Eddington's stunning speech, with a very different, and damning, view of the Federation. Also, unlike some other episodes I've saved in these games, this one had follow-up out the wazoo, which is very satisfying.

Though I will say, pretty much every last bit of the Garak-Ziyal relationship creeped the crap out of me. Dude! She's practically a kid! Did they have to try that hard to prove that Garak wasn't interested in Bashir?
