We know they exist in the mirror universe because we saw them in "The Worst of Both Worlds", but how is this possible? The only exist in the main universe because of the presence of Columbia at Caeliar.
Pick up the next issue of Star Trek Magazine; the article I wrote on the history of the Borg deals with the origin problem and the Mirror Universe (though that's a tangential issue). The Borg in the MU might have simply arose by way of any of the other origins suggested before 'Destiny' came along.

While it's possible that the events of Destiny could have happened in the Mirror 22nd-century, I'm genuinely doubtful that they did. I think the Caeliar would have been well aware that the humans aboard the ISS Columbia were not particuarly... pleasant, and their initial inclination to destroy the oncoming ship would have ruled the day. And then for the unique set of circumstances that led to the destruction of Erigol, I really don't see that as happening. There are simply too many variables in play.
I suspect that the reason the Borg are different in the Mirror Universe is related to Destiny, in the sense that the Mantilis events didn't happen there and, thus, Sedin didn't degrade into madness.
